My dear Deputy Hennessy,
Many thanks for your note of yesterday and for the Despatch on Piracy with enclosures.
I have read them with much interest and I now return them. I have also taken the liberty of making a copy of the Despatch to add to the other documents on the subject that are yours.
I think that in the main the Chinese Government should undertake the suppression of piracy.
