The Revolt.

From the news to band to-day it will be seen that though the Southern troops have met with serious reverses and, indeed, havo made little or no advance what-: ever beyond the Yangtaze, they |ars nevertheless not quite over. whelmed. The latest news to hand shows that they have by no means given up hope of combating 800- cessfully with their opponents, Early this morning, we leara from our Shanghai correspondent, they made an attack on the Ar- senal there, and, judging by the references to bombs and bulleta fying in close proximity the Foreign Settlement, the matter has now developed into one that must seriously engage the atten tion of other nations." Daring the Revolution of 1911-12 lives and property of Foreigners were great- ly endangered by both combat- ents, and it would seem that on the present occasion that Shang- hai Bettlement is similarly to run the gauntlet. The rick is too great; and it is therefore the duty of the Foreign representatives- Great Britain taking the initiative to protest emphatically and at

once.

South China Morning Post.

The Rebellion. Thanks to the enlightenment which is dawning upon China, and the increasing capacity of the people for weighing up the situation for themselves, "little": impression has been made. Those whose moral and financial support are necessary to the success of the rising are stand- ing aloof in disgust, and only the.

worthless rabble follows the white and red barred flag of the new revolution. That the rising will be short lived we do not doubt, but, as risings are the fashion in Chine, it may be followed by othere until the eutire gang of self-seeking polici ans has been swept out of ex- istence. They do not impress one as being of the kind who seek to achieve their ends by peaceful

The Chinese Situation. With a Parliament such as that at Peking, constitutional govern- ment is an impossibility, and the great body of intelligent Chinese recognise this. The majority

which rules in both Chambers has shown no disposition-indeed, we might say no capacity—what, aver to take a calm, dispassionate intelligent view of the problems of the country, and the entire time of the Parliament since ita inauguration has been monopolis. ed by acrimonious wrangling over

the proceedings of the Parlia ment and other minor questions. The ideals for which the rebels are fighting are entirely laudable, but the only way by which they can be attained is, am we have said before, by returning to the Parliament men who have a proper sense of their responsi- bilities and who place the interests of the State before those of party and pocket. A Parliament which would inspire public confidence would be strong enough to keep the President within the limits of constitutional proceedure. With a legislature such as the country now possesses, whoever occupies the office of President must of necessity develop into an autoorat if peace and order and any sem. blanco of government are to be. maintained.
