Command of the China and Japan Station. His Excellency has been good enough when returning it to send me a note of which I enclose a copy:- I gather therefrom that the Admiral is inclined to agree with me in the suggestions which I have respectfully submitted to Your Lordship's consideration.

I have the honour to forward for the information of His Excellency the Governor as received from Mr. Dering in the original, a memorandum drawn up by Mr. Wodehouse.
