On the whole I see much reason for congratulation and on the decrease of Piracy compared with former times, and as compared with the date of my assumption of this Government, but I also see a necessity for not relaxing reasonable vigilance sufficient to keep down an evil which had been much reduced in its extent and injurious results and the growth of which is
