These are tangible, real evils affecting this Community and, in a merely selfish point of view, I would suggest some active measures of suppression as preferable to the present complete inaction. The information, which I transmit, shows that much may be done by early and prompt action from this place or Head Quarters, whilst, when acting from this as the centre of operations, it is obvious, as proved in the last trial expedition reported in the enclosed Précis, that it is frequently difficult to be sufficiently prompt. In such cases, therefore, a preliminary reference to and correspondence with Canton would simply result in a postponement of action sine die.
