South China Morning Pust,
Scottish Home Rule
The Bill markes no financial proposals as in the case of the Irish Bill, it being assumed that the financial relations between Eugland and Scotland would be based on existing relations. "The advocates of the Scottish messure make a strong appeal to Scotsmen, before whom it is ascerted that their will is thwarted in a Parlis- ment dominated by Englishmen. Westminster is described as & alogged machine absolutely unequal to the work that is thrown upon it. So far as Scotland is concerned the vaunted popular control of public faire is describ- ed as little more than a mockery and a sham. Much depends, of coures, upon the Irish Bill, the outcome of which is being eagerly awaited by sentimental Scots who hold that Home Rule is "the only" alternative to the inevitable thral. dom of insufferable bureaucracy.

England's Doormat" Heroines. Instead of militancy and various other brands of suffragettiem now rampant in England having their effect on contemporary fiction they seem to produce just the opposite, concludes the "Literary Digest," commenting on an article in the London "Daily News," that all the feminine intellectual energy goes elsewhere than into the creation of new types of fiction. A survey of the output of such writera as Mrs. Ward, May Sin- by Baroness Von Hutten.clair, Elinor Glyn, and Katherine Tynan, causes the critic we quote to see only "what Nietzsche calls the eternal tedionsness of women' amply demonstrated" in all their heroines, gentle and simple. Not one new heroine, he declares, arouses interest, "They are merely commonplace womanly women, according to the Early Victorian interpretation of the term, born to mental slavery." What a shook this must be to those who are offering themselves as martyrs for the cause. As if to compensate for
