Sir R. Macdonell's proceedings are defensible, and clearly should not be disapproved for purposes.

The question of action of gunboats against Li must be determined with reference to the whole question of our relations with Chinese authorities and the Peking Government, and is one rather for the Foreign Office.

I would therefore refer to 2.0 by me.

This Li officer writing seems suggested, Holland say only that he would be glad to be found able whether Lord Granville's opinion is to amend it or not.
