It is a ourious commentary 'on the so-called devotion of the people of India that no trace of the perpe- trator of this outrage has yet been found. Yet, it is well to believe, as we do, that in the main the people of India are sincere in their devotion to British sovereignty, that they recognise and appreciate the stability and fairness of the Government and the protection it affords, and that they also acknowledge the "worth of an administration which has wonderfully improved the con- ditions of life and brought a messure of freedom and prosperity which could "not otherwise have been enjoyed. We have no doubt that the masses recognise these boons, and such being the case, there is little reason to fear, that the supreme authority of a depen-- dency with a population seven times that of Great Britain, will ever be seriously embarrassed by miserable bands of inspired mal- contents such as it has now, to deal with.

The "Town" Class of Cruisers. The last of the cruisers of the "Town" class was floated with the launch on the 7th ult. of the "Birmingham" from the Elswick Works of Sir W.G. Armstrong Whit worth and Co., Limited, Newcastle-on-Tyne, the honours of the occassion being done by the Lady Mayoress of Birming ham, in the absence of Mrs. Austen Chamberlain. Of this class of ship, fifteen have been built for the British Navy in addition to three for His Majesty'e Austra lian Navy. Of these latter, two were completed in England-the Melbourne and the Sydney- while a third-the Brisbane-ia being constructed at the Austra lian Government yard at Cookatoo Island. Of the British vessels, foar in 1900-10, three in 1910-11, programme of 1911-12. These
five were laid down in 1908-09
and three last year, under the
three last ships, the Lowestoft, the Nottingham, and the Birm ingham, were considerably de- layed, as the First Lord of the Admiralty desired to have them built in London in order to give employment to the art isans of the East End, but, owing to circumstances which are now common knowledge, this was found impossible; and it was subsequently decided to build them, the, first at Chatham Dook. yard, the second at Pembroke Dockyard, and the third at Ele- wick,
