It has transpired that when there seemed some danger of regotiations with, the Quintuple Group falling through the Govern meat, in its dire need of money, granted plion for a loan of £3,000,000 sterling (isaue price 94, interest 6 per cent.) to a Bal- gian Syndicate, and also arranged for a loan for $1,500,000 with an Austrian firm in connection with purchases of armaments. Its right to take these steps is admitted to be unquestioned, but before the actual signature of the contract with the Quintuple Group it was necessary to com- municate these facts to the Ban- kers. The latter, after a personal conference with the Minister of Finance, adopted the view that the Chinese Government was per- fectly entitled to act as it had done, fore resuming negotia- tions with the Quintuple Group. The Legations concerned did not so readily acquiesce in this view, but eventually with- drew their objections and authorized the Bankers to sign the loan contract. The Kuo- ming-tang are now protesting against the Austrian Loan "owing: to its unfavourable terms”; moan- ing, presumably, terme less favourable than thors of the Quintuple Loan. The adverso comment on this loan put the Big Loan before the people in a new light and facilitates the measures which are now being taken to secure its ratification, by Parlia ment.
