Tung came to Peking in Decem. bar and saw the President and the Preinier; he recommended that members of societies should be disbanded and submitted a plan by which this end could be accomplished, and asked $50,000 to
meet expenses. Yung's suggestion was accepted, and the Governinent granted his application for funds; all documents concerning this wore filed at the Ministry of the Inter-connected with the murder of ior. When Yung was leaving Sung they show that Fung made Poking he was asked to address unauthorized use of the Govern- telegrams to the Cabinet in order to confine him to official matters and to prevent him from touching personal affairs. It was for this reason that the letter of January 14 was written, as code messages are always confidential and the Ying code was entrusted to Hung Shifi-tsu, secretary to the Minister
of the Interior,
It has been stated that there were two telegrams dated January 26 sad February 1, addressed to the 'remier by Yung, but the Premier says that he has never seen them. Hung's lottor to Yung saying "Old Chao," meaning the Premier, has handed over the Ying code to Hung asking the latter to take sole charge, may explain the Premier's non-receipt of these telegrams.
Referring to the Premier's letter to Hung in which he said, "Yung's application for au allowance is not clear to me; you had better take sole charge, und have an understanding with the President." The Premier says that Yung assumed the task of dis- banding the Kungchinhui, and
obtained $50,000 for expenses. He was ordered to réporticoncern- ing would-be offenders against the public safety.

The Promier believes, "that
Hung'e letters of February 1 and February 2 refer firstly to an organization for welcoming the Members of Parliament, and sn attempt to intimidate the Govorn ment, and secondly to the task of dissolving "the Organization for Self-enrichment." Regarding Hung's letter of March 13, the Pre- nier points out that the removal of Sung Becins to depend on the action of Hung, while there is no reason to believe that any in- stigation whatever by the partice
