Opium is a sedative which tonds to inaction and there is a consensus of opinion that it is responsible for no orime, while alcohol is a stimulant which dis- poses towards aggressive action and admittedly produces crime. We regret to notice that it is no longer a rare thing to hear of Chinese being charged at the Police Courts of Hongkong with being drunk and disorderly, and this proneness. to drink is being markedly shown in many parts of China. Professor Giles has demonstrated that in ancient. times the Chinese were badly addicted
to drink, till it was replaced by opium, and now that the smoking of opium is recognised as a crime punishable even by execution in some of the provinces of China, there is only too much reason to fear that if the people are forbidden to smoke they will again turn to drink.. Sir William Roberts who sum- marised the medical evidence given before the Indian Commis- sion described the "euphoric" and non-medicinal effects of stimul- ants and sedatives, as being so essential to the nervous organisa- tion of map as to constitute "s profound instinot" of human nature." Human nature in China is in this respect no differ ent from human nature in any other part of the world.

had this also to be sufficient in amount to allow for a deduo- tion for the same purpose. Stich a method of assessing the levy is admittedly indefensible. Mr. Chamberlain's intention, when the Contribution was discussed many years ago, was, we believe, that the amount should rise and fall according to the prosperity of the Colony, and should not grow in consequence of enhanced taxation to meet increased ex- penditure. This, essentially, is the fundamental basis of shy. scheme that could be considered satisfactory and equitable. there no method by which it could be tried?
