China's need, in short, will be a navy of such strength that other Powers will shrink from attacking her, rot neces sarily from fear of defeat, but from fear of the coat even of victory. The desirability, from China's point of view, of such a fleet is so axiomatio that it in scarcely open to doubt that, when financial reorganization is completed, it will be one of the first cares of the Re- public. The Ministry of the Navy should lose no opportunity of ra minding the nation that there hae in recent years been just occasion on which China made itself and its wishes respected by a western country when the Haichi pro- ceeded to Mexico and China gained an indemnity for the losses of her people there. It is a cynical comment on modern civilization to say that China will never be respected even as a second- rate Power until she has some naval strength,; the possession of even a small, but efficient, fleet would disproportionately better her position among the nations for, even though China's Navy alone were of little account, there would always be the four that, by al- liance with a European Power, she might upset the naval ba lance, and in view of this possi bility China would find herself respected and courted in quite an unwonted way. China has a place to fill in the council of the nations, but, without the arrival of the millennium, she cannot expect to take it until she can' show something palpable in the way of navel strength,
