At Yingtak, the scene of Friday's important festivites, a bridgo consisting of six spane (three of 200ft., one of 80 ft., one of 50 ft. and one of 45 ft.) has been constructed. There is an- other bridge of 750 ft. in length int the 150th mile, and a tunnel about 1000 ft. in length at mile 160. These are not insurmount-. able difficulties in a big railway undertaking and what with the energy recently displayed in in marked contrast to the opposition of a couple of years ago, we may expect soon to hear of their satisfactory progress. To Dr. Sun, day dreamer that he is, |must be given credit for having worked a wonderful conversion of the Chinese people. It was he who, with his railway scheme and his forceful attérances on the advantages of modern locomotion, induced the monsyed classes to renew their interest in railways and impressed upon the massed the folly of opposition. His campaign opened the eyes of the people with the result that noW- adays railway expansion is every- where greeted with unbounded enthusiasm.

The Chinese Presidency, There seems to be a strong sen- timent in certain political circles in China against giving the voto to the President, and to those who share that view this Treatise will prove a political education in itself. The argument in the Treatise it that the veto cannot be denied to the President, but as the result of its exercise must be an appeal to the electorate, the President must inevitably bow to the people's will. Irregularity of the Siberian Mail, We believe that the irrega larity is owing to the fact that slow trains are used instead of fast trains. And over so large a track of railway, it can easily bo realised that even though a slow train were to leave several day's before a fast train, it would soon be overtaken, when, of course, it would be side-tracked. This, indeed, is apparently what hap pens, and to us it appears to be the most faksible explanation to
senior" mornifig“ contemporary, wa notice,
in an interest- the subject ing article on this morning" expresses the opinion that the “real exbien
explana tion of the whole matter” lies in |the fact that “the mail, tráffo across Biberis has outgrown the facilities that at present exist for its rapid transit." This, in our opinion, would probably account for delays, which are also of fre quent occurrence, but it certainly does not account for mails arriv ing out of the proper order; and, the only explanation for the irtegularity which is noying and frequently more harmful than the delays is that some of the mail baga have been despatched in slow trains and subsequently passed en route by later mails being carried in fast trains.
