I am directed by the Earl of Kimberley to transmit to you, for the information of the Lords Commissioners of the Admiralty, copy of a despatch from the Governor of Hong Kong, inclosing
a copy of a representation addressed to Vice Admiral Shadwell by Commodore Shortland respecting the official precedence of the latter in the Colony.
I am also to transmit copy of the reply which His Lordship proposes, with Their Lordships' concurrence
