In the French manuuvres it woa demonstrated that the recon- noitring of aeroplanes, conduct- ed on oarefully prepared lines, most effectively "pierced the fog of war. Aviation, is exacting and perilous work even in the piping times of peace. Great Britain is fortunate in that when the machines are ready men of grit will be ou the spot to men tliem.

The Chinese Loan Question. It is plainly apparent that President Wilson's pronounco ment, with its "gaixotic tenches," was made without adequate, knowledge of the existing circam- stances in China, and the same remark would appear to apply to the new financiel syndicate, who have announced their readiness to lend Chins twenty-five millions sterling on receiving from the American executive on assurance that their new foon polioye an absolutely negative policy -will be maintained. Surely, in the circumstances, nothing more quixotic can be found intho annala of high fuance. If the Chinese Govern- ment relies in simpla faith on thes professions of exalted bene volence we are per-unded that it will be so much the worse for China. Their hollowness is ap parent to everyone who has studi ed the situation, and since they can only serve to delay still longer the day when foreign capital will be available for China, it seems to us that the American Government is incurring a boavy responsibil- ity towards Chine by practically encouraging her to believe that she can get the money she needs on her own terms. “ China is cer tain to discover that this is a del- asion, and that in the end the. money will be forthcoming whatever the source only upon conditions not differing in any material respect from those form ulated by the Consortium,
