The armoury being required, I have considered the Special Fund, as having regard to Your Lordship's instructions, I can conceive no more appropriate object for which a portion of that Fund could be more advantageously devoted, it being otherwise impossible to accommodate the increased and increasing numbers of Europeans, who hope to enlist in Scotland and elsewhere.
8. In another Despatch, I shall transmit a statement of the Special Fund and report on the manner in which it is invested.
