Anything that the apologist for the employment of Chinese labour may say in reply to these re prosentations is promptly dis- missed as the palpable sophistry of exploiters of yellow labour who are noxious merely to spare their own pockets. And yet there is an abundance of evidence to prove that the central authorities, before they enacted this law against Chinese labour, did not take the trouble to ascertain whether there was a sufficient supply of Russian labour. in the province or, whether there existed facilties for its speedy conveyance thither without involving the suspension of local industrial and commercial enterprises. As a matter of fact there was and in neither, and we have the tes timony of the Bourse Committee to the effect that when Russians of the so called proletariat classes | are out of work in 'East Siberia it ia as a rule because they refuse to work for reasonable wages, or because their character, and non- duct render it wholly unprofitable 10 utilize their service.
