It is therefore to beợ hoped that when the particulars of Colonel Seely's plan are announced that the step that usually leads the non-commis. sioned officer to the street instead of to a higher position that he is "able and willing to fulfil will have received various atten- tion, as it is, undoubted- ly, a very important matter" not only for the Army bat the Empire. There is also the somewhat de- licate position of the soldier who passes from the non-commissioned to the commissioned ranks. This is an officer, who must have shown superior qualities, and therefore something might, we think, be done to make the change of circumstances more pleasing than they appear generally to be ct pre- tent. At any rate, whatever plan the Secretary for War may enun ciate, having as its object the encouragement of the soldier, it will meet with a hearty welcome by all, particularly if such ble mishes as those to which we have referred are removed. To have the soldier content with his hon- ourable occupation, the country at ease with regard to the ominous question of conscription, will be worth a dozen additional batta lians to the ranks of cur gallant Army.
