It Was Proei- dont Yuan's part to enact the role of consummate diplomatint to the Revolutionists while ostensibly the pillar of defence, the last sup- port, of the moribund Manoha power. How well he enacted hid part is common knowledge, though it appears to be still a matter of considerable doubt with. many as to what H.E. Yaan Shih- Kai really intended to do or, in- deed, to what cause he intended. to adhere, when he arrived in Peking recalled, it will be re- remembered, by the urgent ap peals of the Manchu Princes who had sparned him but two year's previously or, at least, silently acquiesced in the Prince Regent's personal detestation which brought about H. E Yuan's downfall.

Last year we were informed that the Chinese Government, or to be more precise, the Board of Communications in Peking had decided to erect a wireless station on the Pratas' Idland that would bo of sufficient power to reach the Canton Government's coast station situated near Macao. However, like many another scheme taken into consideration by the Chinese Government, the idea has evidently been dropped. Whether for want of money or any other cause, we hear no more. of the scheme nowadays and are not likely to do so until the authorities have again been stirred to a realisation of its in- portance, As the safety of Hongkong depends to a certain extent upon a wireless installa- tion on Pratas there seems no reason why the British Govern- ment should not move in the matter with a view to the local installation and that on Pratas being completed simultaneously. Chinese Legislation, Many of the other proposed new taxes will excite opposition in abundance-the additional land tax, the tax on domestio seryants, and the house tax will, one or other of them, come home personally to every family-bat none of them lend themselves so readily to abuse as does the pro- posed income tax, which, if it. were ever put into force (an eveni tuality that we do not in the least expect) would inevitably become a weapon of extortion and oppres sion. Another point worthy of note is the inclusion of the opium taxes in the revenues allotted for local use. It is difficult to see. how this is compatible with China's boasted suppression of the traflio, unless the taxation referred to is to take the form of likin on : Indian opium, in which case it in a clear instance of infraction, by the Central Government, of the Agreement of May, 1911. If, on the other band, the taxas die those levied on native opium, it is impossible for the Cabinet to protend sincerity in thair Topron- -repair of rollem and bulia, waking of omoks.
