LACKING IN PATRIOTISM.
Lord Herschell's statement, in the llouse of Lords, regarding the strength of the Territorial Force is worth attention. It will be remembered that the force came into existence on April 1, 1908, when the units of the Volunteer Forces and the Imperial Yeomanry were transformed to the new organisation. The object was to bring into being a force strongly defensive. It is a well-known fact that it has never realised Lord Haldane's early anticipations in the matter of strength. It was expected to expand into a great national. force of close upon a million men, but it has never reached to much beyond a quartor of that figure. One reason for the want of expan. sion of the force was that the original scheme of military training in the schools, from which it was hoped to draw an increasing number of recruite, was dropped to satisfy the wishes of the Labour Party —an instance of weakness on the part of the Liberal Government which is often forgotten. Another reason is that recruiting is almost neutralised by the fact that men whose time has expired do not always re-engage. Be the explanation what it may, the Force, having caught men, does not seem able to hold them.
