Japanese Politics, Presumably Prince ‹ Katsura did not think his new party would be fully formeil before th Diet mesta again. He probably desires to get a nucleur together, to de- clare his budget and then appeal to the country. It has been sug gested, however, that even if a vote of want of confidence is passed in the Ministry, Prince Katsura will not think it necessary to resign. Strange as this may seem it is not utterly impossible. There have been cocasions in the past where a Ministry has appeal- ad to the Imperial power to over- ride the Opposition, and it is certain that Prince Katsura would not hesitate to take this step, if he found himself pressed. As a matter of fact the appeal to the Emperor in such matters is more or less a formality. In Japan to-day, as in the Japan of fedual times, the Emperor does what his senior statesmen, more especially what the military section, tell him to do, and as Prince Katsura has heen enrolled among the senior statesmen and is, moreover, a member of the military BBO- tion, he is in the posi- tion of virtual ruler. The only danger lies in the nearness of the breaking point, for, with the spread of education and the in- fluence of foreign ideas, it is ob- vions the present artificial" sys tem cannot be maintained very much longer.

A Sino-Japanese Alliance 7 The idea of the Japanese states- men seems to be that they stand to gain a good deal and cannot lose anything by giving China the assurances she needs at this juncture.Japanese obligations to Russia, se stipulated in the treaties and conventions, are interests in Manchuria in return confined to the support of her for a similar pled go on the part to the Russian sphere of influence of Russia, but in no wise extend in Mongolia. Japan is further influence in the neighbouring concerned by her recent loss of country in consequence of Chi- nese hostility, and her intrigues last year with the leaders of the Chinese revolation were dictated. by the hope of regaining her for feited position which had begun to react seriously upon her trade with China, to the corresponding advantage of her foreign rivals, notably the United States. The present therefore is accounted an excellent opportunity to win Chinese sympathy without in par siale of real risk. If on the one hand, there is no war, China wille none the less feel grateful to Japan for her promise of neutrali- ty, and if, on the other hand, there is war, China is almost sure to be defeated, in which event the fate of both Manchuris and Mon- golia will be definitely settled once and for all, and Japan when peace is concluded, will take good care to indemnify herself handsomely.
