The Power of the Battleship.

All nations have their place în the Sun; the only differone being that some nations set about sook ing their place while her were in a somnolent state.⠀ What Bri tain has, can she be blamed for desiring to keep? Her possessions, even more than the possessions of other natione, were won at enormous cost of men and money, and the descendants of those heroio men who thus built up our great Empire would be false to the trust imposed upon them, faith- Iess to their great heritago, were they not scrupulous in its main tenance. Aud; in these barbarous days, for while war in a possibili- ty-(and it is still much more)

Barbarous" is almost as appli cable to the present age as it was. in the past Therefore, let our Fleet be our great consideration; and all Britone, and, indeed, ba- | mane people of all nations,

rejoice that day by day it is coming more powerful; becoming more an instrument fit to com mand universal peare and that, not by the unaided efforts of the United Kingdom only, but also, by the loyal and hearty support of her Daughter States that to-day form so important a part of the British Empire.

The Optum Question. But, reverting to the question as to pay, it is all very well to say that the Government of India should make good the losses of the merchants, but the fact re mains that the Government of India in selling the opium relied, sa the merchants who bought it did, upon China's honour, upon her pledged word. Inasmuch as China has violated the agreement and by so doing has involved the fadian opium merchants in heavy loss, we should say that it is olearly to the Government of Ohi on that they should look for.com- pensation. It has been pointed out that though. Indian trade is booming the Indian Et chequer is not flush enough. buy back ten million pounds' worth of opium without special measures; but, on the other hand, it is urged that if the Government of India stopped poppy cultivation now, it could slowly reimburse itself by dis posing of the opium as occasion required within its own borders. Whatever decision may be resch ad as to the disposal of the stooks it rests upon the Government to see that the merchants who, have bought opium from the Indian Government do not suffer heavy. Gnancial loss because China has deliberately broken her pledgee And we do not see why the alternative.should not be definite ly put to China-Either falfil the Agreement or pay the lossss in- ourredt hrough your refusal or nabilty to do so.

South China Morning Post. France and the China Loan. China hna met every foreign. obligation secured by the Cas- ows and every railway loan not secured by the Castams. The railways are more prosperonis than ever before and the Custome returns have shown a record year, even when allowance is made for los80s resulting from the opium: restrictions. The total of arrears of Boxer indemnity at the end of the year was 23.472,000, against which was a surplus, after all loan obligations had been met, of one and a half millions, and to meet the balance there remained the final instalment of the Crisp loan due this month. Apart from this, however, China, we are informed!: has means sufficient to meet the indemnity to the laat penny. Harvests from one end of the country to the other have been the greatest in the memory of· man. True there has been difficulty in adjusting the provin cial contributions to the central matal exchequer. This difficulty will to eventually, very soon we think,
