The necessity for this Government's insisting on the due administration of its laws compels the Executive to take some action in the matter. Nevertheless before commencing proceedings, costly and disagreeable, His Excellency is very desirous that the Law of the Colony on the points should be explained to you, as he finds it difficult to understand how it can have been misunderstood – and can only account for it by your recent arrival here. He therefore, directed the Acting Attorney General, to prepare a Memo: stating simply what the law of the Colony is on the point to which reference is made.

In now forwarding to you this document, His Excellency hopes it may prevent further useless and under the circumstances most questionable resistance to the constituted authorities.
