Which does he mean? He sare- ly cannot mean what ho says. The idea is incredible. "Gam- blers and adventurera!" What member of the present Govern ment or of any other British Go- vernment of, say, the past hun- dred years or even further hok, evor "gambled" by virtue of his position in the affairs of the State? To refer to such men as
