All will hope that the settlement, negoti stions will not be so barren of re- sults as the London Peace Con- ference and that the bellicose in- dividuals will soon turn to more peaceable and profitable occupa

Japan and China.

The attitude of the new Japane- 20. Ministry towards China is apparently giving some apprehen- sion at Peking, more especially as rumours have appeared in the Japanese papers that in order to distract attention from home affaire a strong foreign policy is to be followed. The policy of the last Japanese Ministry, if rumour is to be credited, was not altoget her of such a neutral nature as ap peared on the surface, or, to put it more correctly, would not have been' of such a nature if sufficient support had been forthcoming. At the time of the last session of the Diet, the Government was soverely attacked in regard to its China policy, and it was thought ascessary to hold the debate in camera. What revelations were made during that debate cannot be said with certainty, but if.. rumoar is to be credited Japan at one time proposed to take an tetive part quelling the revólu- tion and upholding the Marcha Dynasty, and even made proposals to Great Britain, which, however, the latter did not see her way to accept. If these proposals had been carried out Japan would bave discarded her attitude of neutrality, so that it may be said the neutrality of the Saionji Cabinet was more from lack of support in adopting any other policy than a matter of convio- ion. The revolution has come ind gone, and in spite of pessi- alistic utterances it would now - seem that the Republic is fairly established, though recognition by the Powers is delayed.
