The Chinese Loan Question. At last it would seem that the protracted negotiations for sn in». ternational loan to China have resulted in a general agreement, and the latest news is that a loan will be issued soon after peace is proclaimed in, the Balkans. The anissued balance of Mr. Crisp's is to be taken over by the In- ternational Group and fasued as part of the larger loan. What the amount of this loan will be whether £60,000,000 or £25,000,- 000 comes up for settlement to-day, and the decision will presumably be governed by the monetary conditions in Europe. If peace is concluded in the Balkans immediately, the war will pot seriously, affect the European bourses, and China's needs no doubt could be easily mat. p pag ing from the telegraphic informa tion available, the Legations in Peking take a hopeful view of the financial outlook in China having regard to the conditions which will attach to the new loan. Que of these conditions, it appears, is that the first proceeds of the loan will be utilised for the payment of the arrears, of the Boxer In demnity; but thanks to a record trade year in China in 1912 the Government and the Powers con- cerned attach no, serious im portance to the fact that the In- demnity payments are in arrear.
