Japanese Politics. The chief trouble will begin, however, when the new Ministry, comes to face the Diet and present its Budget. The country is in tent upon retrenchment and unless the now Ministry meats its views or contrives to convert the members of the Diat, it will en counter considerable opposition, which may end in an appeal to the country. In a country which has so lately adopted representa tive institutions it is perhaps not surprising to find a lack of politi cal purity, and there are waydu and means by which the Katsura Ministry may succeed in getting a new Dist alected which will be submissive to its wishes. The jobief point brought out by the crisis through which the country has passed is the power of the Army, It has been pointed out that this is a survival of feudal times and that the country will never escape military rule until it places civilians in the posts of Ministers of the Army and Navy. Such a reform, however, could not be effected "without a sharp. conflict of opinion, and Prince Kataura would be the last man to attempt it.

Very land- able, indeed! But are not the members of China's Assembly able to do most of that for them- selves? Do President Yuan Shih Kai, Dr. Sun Yatson HE, Wu Ting Fang, and the gallant and wise General Li Yuan Hung solicit the well-intentioned efforts of this worthy Group? We think not; nor are they likely to nor need they, for China under their guidance will reach her true equilibrium in a much better
