much trouble has been induced to comply with the law, still he has done so under protest by advice, as says one of the other Consuls, and in the absence of fresh orders from the Minister, either he or some other Consul may, by similar claims, raise questions which are as unsatisfactory under the circumstances.
As, moreover, I cannot tell what documents Señor Checa may now be forwarding to Her Majesty's Government, I have thought it advisable to furnish Your Lordship early with the full and exact explanation of what has occurred, and of the correspondence which has taken place.
