The telegraphed reply was in answer to the note forwarded recently by the China Merchants' Navi- gation Company's board of diro- tors, formally offering the Govern ment the first chance to take over the company at a coat of Ts. 11,500,000. This was the sum already offered by a Chinese syndicate, which agreed to pay Tls. 8,000,000 for the redemption of the company's shares and an additional amount of Tls. 3,500,000 for defraying the out- standing debts. The Government found that it would be unable to meet the proposition financially, and the problem remains ab the position it assumed in the beginning of negotiations for reconstruction. The Govern- ment's attitude on the question is. now clearly defined, and this will greatly facilitate the negotiations..

While the Government makes no authoritative direction in the mat- ter of reconstruction, it formally endorses the proposed rehabilita tion of the company, and recom- mends that the directors proceed at once with negotiations with the syndicate. It adds a phrase. of caution, to the effect that the rights of navigation should be zealously guarded by Chinese citizens, and that the administra tion of the company should not savour of suspicions transactions. nor corruption.
