The Customs and Letting Stations being together, the Clerks, Officers and Soldiers belonging to them should attend to their duty in a quiet and orderly manner since they are in official employ. The Officers in charge of the several Stations must be careful to keep their subordinates in order, and will be responsible for the preservation of the peace.
Delinquencies on the part of the employees of the two branches will have to be reported and no offender must be shielded.
