8. In any case of seizure of Opium for smuggling, if a foreigner interferes, the question is to be discussed with him by the Customs and Lekin officials jointly - neither must avoid the matter, and divide responsibility.
9. In case of an international question being involved, or any other exceptional case, it will have to be settled by the deputy of the Station concerned. In case of a serious difficulty, report must be made to the Superior Authorities.
10. The number of cruisers and troops at the Lekin Stations must not be diminished. But when the Customs Stations have been established, then addition or decrease can be made as circumstances shall require.
14. The deputies of the several Lekin and Customs Stations must not leave their posts without authority, nor may they act for one another - This rule is to prevent the shirking of responsibility upon questions of
