"The designated speed of the vessel is 274 kaots, which may develop as far as 30 knots. The vessel being fitted with 814-in. guns, her destructive power can be imagined. When the Japanese Navy comes to be in possession of four vessels of such formidable destractive power and great speed, such as are now being built, the offensive power of the fleet will be enormous, and we shall feel reassured. If possible we wish to have nine battleships of this type and nine vessels of a new type now being constructed. When we are equipped with 18 such powerful ships, we need fear no enemy in the world; In respect of power, the vessel just launched will surpass the total force of the combined squadrons of the Japanese Navy at the time of the Sino-Japanese war. When the battleship'Kawachi' was" bailt a few months ago, she was maid to be the largest ship afloat but the Hiyel excela her both in length and tonnage.
