In saying that the adop tion of representative institutions by Oriental nations has turned ont badly in overy caso, the writer has evidently forgotten the very notable exception of Japan. And even though China may lose Mongolia and Tibet, and have to remove the bine stripe from her flag, we should not be prepared to say of China that she is more likely to go the way of Turkey and Persis than the way of Japan. A Business Proposition An earnest plea was made by Professor Smith for assistance from the members of the "Institute." and from local traders, He stated ambiguous fashion that the immediate object he has în view is to develop such work sa will become at once of the utmost valne to the students and to the trade of this colony. In order

inno

to accomplish this Professor Smith must have all kinds of ex- perimental plant and apparatus ard merchants will appreciate the "quid pro qão" he proposes to give for any material support

he may receive from them. Pros. fossor Smith offers to allow donors of machinery to bring possible customers to the labora- tories at the University to see the plant at work. This should be of the utmost value to those firms. which deal in mechanical appli ances and should go a long way towards stimulating business. We understand that n start has als ready been made to equip various laboratories and that the engineer- ing students aro hard at work with machines already loaned or given by local people. No doubt: further plant will be forthcoming, for Professor Smith has definitely presented what he correctly calls a business proposition.
