employed for detecting Gambling houses is lost sight of- It has clearly been proved that the power of bribing the hands of Cambling masters is enormous and the experience of antecedent to in should not be exposed to the temptation of bribing. Moreover, however honest the majority of the Europeans might remain, it is not probable that the honesty would exist among the Chinese Police, and for all detective events 186-7 showed purpose clearly that if a Policeman of this latter force is once took a bribe, it could be obtained through references to crime that might be committed in connection with illegal gambling houses. Hence it is of considerable importance that the Police should not be exposed to the temptation of bribing. No assistance should be given to any Police to be bribed, it would be of the greatest importance, it would be doubtful prudence to risk their corruption.
