11. Mr Deane refers - and justly - to the great increase of Street gambling for proving that no such vent exists this prevalent vice of the Chinese nation. It certainly proves that there are at least fewer vints than formerly. Many arrests are made in consequence, but, nevertheless, street gambling always will be more or less prevalent, there are 80,000 Chinese in the neighborhood, and beyond preventing its increase so as to become a public scandal, or obstruction to public thoroughfares, I am not aware that the Government is bound to engage in a hopeless crusade against it.

Without, however, pronouncing the institution of the present system as an entirely successful experiment, I may safely say, that it has hitherto been at least far more successful in putting down illegal gambling haunts, such as were formerly frequented by the worst criminals, than any hitherto tried, except the Licensing system. The latter with Chinese and equally with less chance of failure
