I dare say that I should be much influenced by the argument, that to prohibit Police from interfering with gamblers could only be regarded as affording the latter the greatest encouragement. I should also be disposed to agree with the argument that superseding the Police in one of their most legitimate functions - as we should consider it in Europe, and substituting for them in part Chinese detectives, gives few adequate security for effective performance of the same duties, because they are known to be as easily corrupted as the Police were.
If so, the question naturally suggests itself, could Messrs. Mich and Deane, when cut off from correct information, contrive to put down illegal gaming haunts, which would then be guarded by dishonest Chinese detectives; in lieu of dishonest Police?
