I have Acting Attorney 31 January. – Several Sipel had just left the said "Pat" with more than 2000 Passengers, her proper complement being about 870.
I am of opinion that I think the Arrivation "Apcar" is brought within the meaning of Section VII of the Act, and may be proceeded against in the Vice Admiralty Court on her return to this Port.
