A complaint has been led with the distriot magistrate, says the "Rangoon Gazette," by Mr. R. 8. Giles, barristor-at-law; on behalf of Mr. H. G. G. Ashton, deputy conservator of the port, against Captain A. R. W. Hand- 1cook, master of the steamer Aran- koln, of the British India Steam Navigation Company. The plaint states that the Arankola arrived at the pilot brig at the mouth of the Rangoon River en route from Calcutta to Rangoon shortly after half-past two on the morning of August 13. The employment of pilots was compulsory in the Port of Rangoon. Before the Arankols reached the pilot brig. she was informed by signal from the pilot brig that there would be no pilots available cu the brig until an outward bound steamer arrived there. The Augora was then in sight outward bound and had on board a pilot who could on the arrival of the Angora at the pilot brig have become avail- able to bring the Arankola into Rangoon. Such pilot in fact was dropped at the brig at 3.32 h.m. The noaused acknowledged re-
sage signalled to him, that is the worda no pilot," but neglected and refused to acknowledge the remainder of the message al though it was repeated many times. The accused thoroupon paavigated the Arankola from the pilat brig through the port of Rangoon up to the limits of the harbour without having on board'
