Sir,

I have received Sir R. MacDonnell's despatch No. 93 of 25 April respecting

the relative precedence of Major General Whitfeild, and

Vice Admiral Shadwell.

As General Whitfeild has not a dormant commission, but a commission of Lieutenant Governor of Hongkong, he should take precedence next

after the Governor, and before the Naval Officer in command, even if the latter be of higher rank.
