relative rank, on the ground that he is Lieutenant Governor of Plymouth.

This question has been referred to the Horse Guards, and the Quarter Master General in reply to their Lordships informs them, that there does not appear to be any record at the Horse Guards of a previous correspondence on this subject having occurred. He states further, that His Royal Highness the Field Marshal Commanding-in-Chief cannot but think that, in cases where the Naval Officer may under the Regulations of the two Services hold superior relative rank, he would necessarily be entitled to take Precedence of the General Officer Commanding the Troops, even though the latter might happen to be Lieutenant Governor of the Fortress - without invalidating the operation of Paragraph 38 of the Queen's Regulations and Orders for the Army.

A letter has been written to the Horse Guards requesting that this opinion may be communicated to the Military Commanding Officer at Portsmouth.
