Is there any remedy for the bellicose attitude of the nations ?. Peace enthusiasts say yes. They appeal to reason as showing the absurdity of war; to humanity and to roligion. The cool observer thinks otherwise. He sees a complate absence of solidarity among the nations, and without solidarity pesco can never reign, A country torn by civil conflicts
and a world upset by internation- HIGH [al' wara are on an exsot parallel; in both cases there is an absence of that solidarity which enablas anation to move forward with ot united aim. An outside danger, such as Mr. Wells' invasion from Mara, might draw the nations of the earth together, but putting aside such an improbable event, there sooms little hope of general: peace. Even a pesos confedera sion of the gross Power; which would be prepared to treat as a malofactor any Power attempting to go to war, would be inaffectual sa long as human passions aro stronger than human reason.. The late Mr. Herbert Spencer, who saw signs of a re-barbarisa tion of the nations, refused to join a peace society on the ground that tho renotion was inevitable, and the sooner the climax came the sooner would the nations return to a higher level. This may seem a brutally fatalistic view, but the years that have elapsed since then seem to show that the efforts of the peace- makers have not averted the crisis and barely retarded it.
