Strikes and the Public The telegram received to-day describing the fight at Viotoria Docks, between the strikers, pro vides sorry roading. It proves moro clearly than over that there are two kinds of strikes, and the | kinds are vitally distinot. There are on the one hand the ordinary trados disputes involving a contest between employers and employed ou questions of wages and conditions of labour, and on | the other, we have this new order of strikes, nominally directed against the public, whioli seek to achieve success through the necessition of the public. Eitherto genuine labour disputes have al- ways been decided by the respost ive endurance of employers and their work people; they are, though nominally battles between” dapital and labour, really fighte between capital-or'' in other words, the financial resources of the vast mass of men and thoir { supporters against the financial. resources of the masters But when we turn to the new order · of strikes, of which the late cool war and the present dockers' strike in London are examples, we see that they are not contests between the workers and their employers" but between the workers and the mass of the public.
