Orders have already been issued that the Police Force is to refrain, under severe penalties, from employing itself in detecting illicit gambling, and therefore enjoining Members of that body to abstain from giving information of the opening of secret houses, will be utterly useless.
In this position of affairs Government look to receiving aid from the respectable portion of the Chinese Community. Let not the House holders forget that by law they are held responsible for the payment of fines inflicted on persons gambling in their houses. Let the Shop Keepers take care that the District Watchmen exert themselves in keeping their respective districts free from gaming houses, and let them remember that District Watchmen failing in this duty will be most severely dealt with, by fine, imprisonment and dismissal.
Lastly, it is necessary to mention that Gambling includes all kinds of Lotteries, known as Wai Sing, Pak Kop Pin, as well as all others.
