The Budget Statement. Hongkong has taken many stopa in this direction, notably the war declared against the malaria breeding mosquito and the crusado upon the plague- disseminating rodeni, but up to now no effort of any consequence has been made to strike at the root of the fly-peat. The fly. broods and subsists upon garbage which is carelessly thrown down: and allowed to lie. Unless the great est caro is taken in the disposal of garbago tho fly (which by the way is prolifio in ap astounding degree) is able to feed and breed and to spread around gorms of the most poisonousMem. character. The point to be observed by every householder is: therefore to keep their surround- ings as clean as possible. There should be no open receptacles of kitchen refuse, no encouragement; of any kind for the ubiquitous blue-bottle, and if this was soon the results would be far more encouraging than those of all the fly-papers and other extermining devices resorted to.

Icebergs at Sea. Mr. Lightollor told the Court that "the extraordinary combina tion of circumstances" which ex- isted at the time was such as tho |navigator would not meet once in
