Sir,
the repeated reference to the "Rules and Regulations aforesaid" that the "Penalties and Powers" of Sections 19 and 20 of the Ordinance apply only whilst some such Rules or Regulations are in force.
Since, in the absence of my such Rules, which is the case at present, there can be nothing on which the penalties and powers referred to can operate. Therefore they must be dormant till revived by the issue of fresh Regulations.
I have the honor to be,
My Lord,
Your Lordship's most obedient,
humble Servant,
(Sd.) W. R. MacDonnell
Governor.
Registrar General's Office,
29th January, 1872.
I have the honor to report for the information of His Excellency The Governor, that, since the closing of the Gaming Houses on the 20th instant, houses have been opened in another part of the City for the purpose of public gambling.
I have every reason to believe that this report is correct.
The Magistrate,
The Colonial Secretary,
