Misstances arise from the complete breaking up of the old illegal hantu by of the revised system and the fact that for re-establishing these hantu with all their necessary fittings, and an adequate number of enrolled employés and spies, requires more time than has yet elapsed since the Licensed Houses.
Altogether the experiment is fraught with extreme interest and certainly before having had recourse to the old System, at least till the Police force has attained greater efficiency and more strength to resist temptation than it has ever yet had, probably ever will have during the next Quarter of a century, I think the Executive here was bound to try what could be done in the matter without necessitating Police intervention, which for so many years had proved a scandalous failure.
I take this opportunity of correcting a few errors and mentioning at the end that unless I make any further Licenses Regulations under Ordinance 9 of 1867, Section 10, for which I see no probable reason, as yet, it seems unnecessary to seek fresh powers from the Legislature enabling me to forbid members of the Police, without regular Warrant, from interfering with Brothels or Banishing House Itis, from further consideration, clear for...
