It will be sincerely hoped by all lovers of peace and tranquillity that. such an unhappy state of affairs may not end in civil disorder. The fact is, that Kings and Emperors in those days of triumphant democracy prosent an anomalous state of affairs, and unloss those individuals placed in such exalted positions realise the true nature of such positions and do not allow themselves to be carried away by sycophants, misfortune perhaps, a very of a very serious kind will probably result to the deluded individual himself and his family--perhaps, ' aleo, to his country through the most horrid of all disordors-- civil conflict,

Extra-territoriality.
The abolition of extra-territorial
jurisdiction in China is an aspira- tion of the Republican loaders which they lose no opportunity to ventilate. But the only condition on which the Powera can possibly consant to abandon extra-territo- rial jurisdiction in China is clearly stated in Clause XII. of the Mackay Treaty, which reads:
China having exprossed a strong desire to reform hor judicial system and to bring it into accord with that of Western nations; Great Britain ngrees to give every assistance to such reform, and she will also be pre- pared to relinquish her extra- territorial rights when she is satisfied that the state of the Chinese laws, the arrangement for their administration, and other Considerations warrant her in so doing." Not even Dr. Sun Yat- son himself, we imagine, will con- tond that the present state of Chinese laws and the arrange- : 'nents for their administration are so far in necord with those of
(paite the foot of D'Aguilar St.) Powers in taking the question

at the old Land OFes in Queen's Road Western nations as to justify the
of extra-territoriality into con- .. sideration. In truth, China stands in this respect whore Japan stood. thirty or forty years ago, and not until China achieves at least the samo standard as Japan had. achieved in this respect by the year 1905 are the Powers likely to seriously entertain any pro- posal for the abolition of extra- territorial jurisdiction,
