is the substitution of whites for Indian crows; but the men's Unions are unlikely to admit tho contention of the P. & O. Com- pany that it is an impossible policy for the tropies. Apart from this there are other con-- siderations to be taken into no- count. The P. & 0. Company say that in their caso it would mean that the Company would require 12,000 white foamon, while if this policy applied to all ships 50,000 Indiana would be. isplaced. The replacement of Indians by white men would moan a substantial addition_to the working expensos of the fleet, but a factor of even greater im- portance is the scarcity of white sammen. It is declared in a re- cont London paper that at the present moment there is an arti- ficial scarcity of semen for tho mercantile marino, due in some measure to the merchant shipping legislation of 1000. Parliament then provided for language tests, the object of which was stated to be the exclusion of foreign seamen who had noto aufficient knowledge of the English tongue to make · them employable safely upon British ships.
