Seafarers and the Franchise.
Arising out of certain sugges- tion made by Mr Basil E. Poto, M.P., at the recent Annual Meet- ing of the Imperial Merchant Service Guild, the membership of which is exclusively confined to and includes the great majority of the certificated Captains and Officers of, the Mercantila Marine, somo important dovolopments: have takon placo. For long past it has been urged by the Guild- that the interests of those occupying positions of serious responsibility theroin have not hind the Parliamentary considera- tion thoy deservo.
The franchise is a subject upon which absolutely no concessions hayo yet been secured, despite the continuat efforts made by the Guild in each succeeding Session of Parliament since the inaugura- tion of that Society nineteen years ago. Much sympathy las been expresed in conneotion with ́' the work of the Guild by Mom- bors of both Houses of Parlia ment, but to use it in any real practical form has provel ex- ceedingly difficult, if not impos sible.
