9. In a word, I wish the Police or Force to disconnect the idea of pecuniary benefit to themselves - directly or indirectly, whether corruptly or not - from all considerations affecting Gambling. There is not much time to spare now, and Mr Deane must at once take such measures as he considers the best to make the policy of Government thoroughly understood by the Force. Both he and Mr. Smith will also be careful to have all prosecutions for Gambling connected with gaming conducted by the Crown Solicitor till further instruction.
